The dispute over the Sutlej-Yamuna Link Canal (SYL) between Punjab and Haryana was not even resolved that now politics has heated up over the issue of construction of a new building of Haryana Legislative Assembly in Chandigarh.

Deputy Punjab Health Minister Chetan Singh Jauramajra said that Haryana can form its own assembly in Panchkula, Faridabad or Kurukshetra but not in Chandigarh. Badal said his party would not allow Haryana to allot land for setting up the Haryana Vidhan Sabha building here.

Mann further said that the Punjab and Haryana High Court should be separated and the Center should also provide land in Chandigarh for the same.

Addressing the media here, SAD president Badal hit out at Mann over his remarks and said, “By making such a statement the Punjab Chief Minister has abandoned Punjab’s claim on Chandigarh. This is a betrayal of Punjabis.”

Badal asked, “Why is he asking for land for the assembly, when there is an assembly here in Chandigarh.” He said that Punjab has full rights over its capital Chandigarh.

The SAD president said he initially thought that Mann had made the remarks inadvertently.
But it seems that Delhi Chief Minister Arvind Kejriwal got Mann to get this statement as part of a “conspiracy”, he said.

Badal asked Mann to withdraw his statement. Responding to the Union Home Minister’s statement, Badal said that Chandigarh is and will remain a part of Punjab. “Under no circumstances will the Akali Dal allow Haryana to allot land in Chandigarh for the Assembly or the High Court,” Badal claimed and stated.
Meanwhile, Badal has called an emergency meeting of his party’s highest decision-making body on July 12 to discuss Mann’s statement and plan the party’s further course of action to “protect the interests of the state”. .

It is worth mentioning that after the meeting of the Northern Zonal Council held in Jaipur on Saturday, Haryana Chief Minister Manohar Lal had said that a new building of Haryana Vidhan Sabha would be built in Chandigarh. Union Home Minister Amit Shah has given approval to give land for the new building. At present, Haryana and Punjab Vidhan Sabha are in the same building.

After Manohar Lal’s statement, Punjab Chief Minister Bhagwant Mann has also demanded land from the Center for the new building of the Punjab Legislative Assembly.

The proposed site is located on IT Park Road near Railway Station Traffic Light Point. The Chandigarh Administration has agreed to allot 10 acres of land to the Haryana Government. The same space will be provided to Chandigarh from the area adjoining Panchkula or the amount will be paid according to the existing collector rate. According to the collector rate, Rs 550 crore will have to be paid. They argue that the number of assembly seats in Haryana is expected to increase from 90 to 126 after the proposed delimitation of constituencies for the year 2026. The size of the present assembly hall is too small to accommodate 126 MLAs. So we need to plan a big assembly hall.
