Home Minister Amit Shah announced the implementation of three new laws on Monday. He said, “After 77 years of independence, our criminal justice system will be completely indigenous and in accordance with our culture. Now justice will replace punishment. First of all, the priority of sections and chapters has been decided and the first chapter in this is for women and children”.
Amit Shah further said, “We have completely eradicated treason. Earlier, giving a statement against the government was a crime. This law will create the most modern justice system”. He further said that we have completed the computerization process 99.9 percent. Case updates will be sent online to the victim within 90 days. This law has been made in favor of the victim. Also, videography will be done in both the cases of search or raid.
He said, “The judicial process will now be available in all the languages included in the Eighth Schedule of the Constitution”.
Amit Shah said that to pass this bill, discussion took place for 9 hours 29 minutes in Lok Sabha and 6 hours 17 minutes in Rajya Sabha. In 2020, Shah himself had written a letter to all the Chief Ministers, MPs, Supreme Court judges, Chief Justice of High Court and District Magistrates and IPS officers of all the districts and suggested this.
He said, “The original bill that came was sent to the standing committee and after its recommendation, 93 changes were made in the original bill. He said, my office is always open, come and discuss… In the history of India, so much discussion has not taken place for any other bill before passing any other law.”
Amit Shah said that the first case under the new law was registered for theft in Gwalior at 12.10 am. He said that it is a lie that the first case has been registered against a street vendor. He said, once the three laws are fully implemented, it will not take more than 3 years from filing an FIR to getting justice from the Supreme Court and I am confident about this.
Shah said that the target is to fully implement it in the Union Territories by 15th August. He said that this will also curb crime by 90% because a provision for more punishment has been made for repeat offenders.
Let us tell you that the three new laws that came into force from July 1 are the Indian Judicial Code, the Indian Civil Protection Code and the Indian Evidence Act. These laws have replaced the Indian Penal Code (IPC), 1860, the Criminal Procedure Code (CrPC), 1898 and 1973 and the Indian Evidence Act, 1872 respectively.
On December 12, 2023, a bill to amend these three laws was proposed in the lower house of Parliament, Lok Sabha. These were passed by the Lok Sabha on December 20, 2023 and by the Rajya Sabha on December 21, 2023. On December 25, 2023, the President gave his assent to the three bills. On February 24, 2024, the central government had announced that the three new criminal laws would come into force from July 1 this year. Ultimately, all three laws have come into force from today i.e. July 1.
