Uttarakhand, 26 Feb 2024: The Governor read the 16 page address in 50 minutes, but in page number 14 of the address, Haldwani district was read instead of Nainital district.
In his address, Governor Lieutenant General Gurmeet Singh (Seni) enumerated the achievements of the state government to make Uttarakhand the best state of the country by 2025 and laid out the vision of a strong Uttarakhand. Said, developed Uttarakhand is not a concept, it is our resolution. With the participation of mother power, youth power and ex-servicemen of the state, Uttarakhand will stand in the category of best states.
The budget session started with the Governor’s address on Monday. After the national anthem at 11 o’clock, the Governor started his address. The Governor read the 16 page address in 50 minutes, but in page number 14 of the address, Haldwani district was read instead of Nainital district. The opposition did not create any ruckus during the address and listened to the address peacefully.
The Governor said, the state government has set new dimensions for a strong Uttarakhand in 2023-24. Said, Uttarakhand has become the first state in the country by approving the Uniform Civil Code (UCC) Bill. In which uniformity was brought in all laws related to personal civil matters discriminating on the basis of caste, religion, region and gender.
Women of all religions and communities have been empowered by giving them equal rights in marriage, divorce, alimony and property. Said, a strong Uttarakhand Implementation Plan was prepared to make Uttarakhand a leading state of the country in the next five years. Uttarakhand Infrastructure Investment Development Board has been formed to boost the economy of the state and accelerate development.
Through this board, the work of identification, feasibility, gap funding, marketing infrastructure of public private partnership projects will be done. Said, to promote tourism, investors are being encouraged to develop hotels, motels, ropeways, theme parks in the private sector.
In the new tourism policy, there is a provision of 50 to 100 percent subsidy for developing employment and modern tourism facilities. Pilgrimage and adventure tourism are being encouraged. Said, there are preparations to start Gyrocopter, Fixed Wing and Skygazing as a pilot project in the state.
To start heli service for Adi Kailash and Om Parvat, work is being done to build helipads at Gunji, Nabidhang, Jaulingkong in Pithoragarh. The country’s first yoga policy is being prepared by the AYUSH department.
Manaskhand Express will operate from April
Said, 48 mythological temples have been selected under the Manaskhand Temple Mala Mission. In the first phase, infrastructure development work is being done in 16 temples. From April 2024, Bharat Gaurav Manaskhand Express will be operated from many places in the country to Kathgodam, Tanakpur station. On the guidelines of Prime Minister Narendra Modi, Badrinath Dham is being developed as a Smart Spiritual Hill Town.
The state is the third state in the country to establish Vidya Samiksha Kendra.
The Governor said, Uttarakhand is the third state in the country after Gujarat and Goa to establish Vidya Samiksha Kendra. Through this, real time attendance of students and teachers is being recorded. At present, real time attendance of more than 5.26 lakh children out of 8.31 lakh children is being recorded in 11 thousand schools, 37 thousand teachers.
Target to produce 2,500 MW solar power in five years
A new solar policy has been implemented to make Uttarakhand self-reliant in solar energy for environmental protection. In this policy, a target of 2500 MW solar energy was set in the next five years.
Door step delivery will be implemented across the state
To provide citizen services at doorstep, door step delivery has been implemented on pilot project in 100 wards of Municipal Corporation Dehradun. After assessing the success of the scheme, it will be implemented in all the districts of the state.
